Large healthcare systems typically move at glacial speeds, especially when new technology or new systems of care become available. Not only are these systems expensive to implement but they may not provide appropriate value for the expense. The Department of Veterans Affairs was an early adopter of the SCAN-ECHO healthcare delivery system, which leveraged cutting-edge technology that provided veterans living in underserved areas expert medical access. The goal of SCAN-ECHO was not only to care for individual patients with complex needs, but to generate local expertise by training providers where the Veteran lived.
